SMP Fishing Skill XP QoL Changes

Hey all,

I've seen a lot of complaints about the amount of Fishing XP needed to level up in SMP lately, so I've implemented the XP limits proposed in this post:

Changes to the Fishing xp level requirements

Leveling up fishing xp might be the hardest thing to do on the server since fishing takes a lot of time and concentration. I want to change this by reducing the amount of skill xp needed to level up your fishing xp. I really thought this through and think that my solution is the best solution...
