Maybe an addon to DashZones where a player can make a zone, then in that zone there are special commands ex. /zonebroadast to send a broadcast message to anyone in that zone?

BattleDashZones doesn't handle zones anymore, it's EnlightenSMP, all the zones are hardcoded to recognize worldguard regions, letting people add custom ones would not only demystify them but also would be extremely hard. What you're suggesting is just the same as the claims system but with a fancy title screen, so no, sorry.
